Burton has always been right on the cusp of greatness, but never really acheived it. He has had 21 wins and has finished in the top 10 in points 8 times, so he's certainly a star- but when people think about a threat to win every week, Burton is rarely mentioned, with the possible exception of Texas and New Hampshire. I would say he's probably one of the more under-rated drivers, and it probably doesn't help that he can go on streaks where he goes years without a win, and then wins a bunch of races over the next few years after that. The question is, Burton will be in his 20th year of Cup racing in 2012 (19th full season, but 24th when you combine Busch and Cup), does he still have the chance to do that, with most teams wanting the next new young superstar? Time will tell.
