Neighborhood: Payne/Phalen   RSS
Part of the greater east side, this is a heavily populated and diversified portion of Saint Paul. Payne Avenue is one of the city's important thoroughfares, while Phalen Lake is a popular recreational spot that is maintained by Ramsey County, along with Saint Paul and Maplewood, whose borders surround the southern and northern sides of the lake respectively.
