I believe that this is actually the security/ safety department for a large resort. No tax money being spent here.
The city agencies you see on here with land rovers, volvos, and the like are all very wealthy ski resort towns. The cars are usually leased for cheap via special deals and probably cost less than buying a crown vic or other "real" police car.

This vehicle was parked in front of the Security Police Squadron at the U.S. Air Force Academy outside of Colorado Springs.
The police agency in my hometown uses several Chevy Tahoes and GMC Yukons. They the lightbars towards the center of the roof. I have never seen on that far back.
