Tom the plate here would be the safety education officer in District 9 in the Springfield area. The S signifies safety education and 9 is the district.

I believe a few PDs still operate ambulances. I am pretty sure Nassau County NY police still operate an ambulance service.

This looks like a police ambulance, many police departments operated ambulances well into the 1970's. As for the make of this vehicle it might be a Chevrolet but it's really hard to tell from this angle.

I believe you. I think there was only one year they put the words Illinois State Trooper on the fender like this car has and I believe it was 85 or 86. However I could be wrong. I didn't think they still used that pop up light that you see the back of the car in 87 either. I wanted to mention what the eagle stickers meant because I don't see any other ISP cars on this site that have those stickers. I think they may still give the eagle stickers in District Chicago and District 11, which patrols the metro east area of St. Louis. I think the stickers are now put in the back door window.

Most of the Commerce Commision police were merged with ISP in 1995. There are very few Commerce Commision police officers left in the state. When the merger took place the Commerce Commision cars were restriped in ISP graphics. This photo looks like it was taken at the ISP radio lab at the Illinois State Fairgrounds in Springfield.

The eagle and the stars on the pillar at the rear of the car represent how many stolen vehicles the trooper had recovered. A new star was awarded each time the trooper recovered another stolen vehilce.
~~~~~~~~~~~~~~~~~~~~~~~ That may be true about the eagle stickers however, this particular car is a clone. It was never an in-service ISP car. It was striped up like this by a collector in 1992 or 93. All the markings were magnetic.
This car was in Springfield at ISP Dist #9 HQ. It was driven until the decals fell off!
