The MSP cruiser appears to be mid-80's - possibly Chrysler/Dodge/Plymouth? However, what is most interesting and unusual is that 20 years later - 2006 - MSP are still using the single red rotating beacon on the cars! On my travels this year, MSP appeared to much more active than their colleagues in Illinois, Indiana and Iowa!

This type of lightbar setup is pretty typical for police cars in Oregon back in the 1980s. The state police also used the same thing on their Mustangs in 1986. http://www.oregon.gov/OSP/1986_mustang.shtml

Agree, Seems like a lot of effort for such little lights on such a big roof.
To answer your question about the interior I believe blue was standard interior color for the Diplomat from 86 to 89 it was tan before that.

It is a 1986 or later car, as you can tell by the "third brake light" visible on the rear deck. They were required on all cars manufactured as 1986 or later models.
