GA & JUAN MARCOS GUTIERREZ CONSUL GENERAL OF MEXICO
Juan Marcos Gutierrez is Consul General of Mexico in Los Angeles; on February 14, 2008, was appointed by President Felipe Calderon and ratified by the Mexican Congress. Before, he was Coordinator General for the Anticorruption Agency in Mexico within the Secretary of the Public Function. He was Consul General of Mexico in Denver 2004 to 2006.
Consul Gutierrez holds a degree in law from the Autonomous University of Baja California, where he is a professor of constitutional law. He has post-graduate certificates in financial, trade dispute resolution and fiscal law. He has also taught constitutional law at the Universidad Iberoamericana and the Instituto Tecnologico de Estudios Superiores de Monterrey.
After receiving his law degree, Gutierrez served as city attorney of Tijuana (1992-1995) and general Secretary of Government of Tijuana, Baja California (1995-1997).
From 1997 to 2000, Gutierrez served as a federal congressman for the National Action Party (PAN) in the Chamber of Deputies, Mexico's House of Representatives. During his tenure as a congressman, he was president of the Chamber of Deputies (December 1998), chair of the Chamber«s commission for municipal development and chair of the commission of impeachment proceedings. From 2000 to 2001 he served as Chief of Advisors in the Mexican Federal Senate. He was also General Director of the Institute for the Technical Development of Public Finance (INDETEC), a national think tank dedicated to the study and development of fiscal federalism and public finances, in Guadalajara from 2001 to 2003.
He is co-author of the book "Constitutional Origins, Structure, and Change in Federal Countries" published in 2004 by the Forum of Federations based in Ottawa, Canada (McGill).
He is also co-author of the book "Constitutional Article 115: History and Reforms of 1999", published by INDETEC in 2002.
He is the author of the following columns: "Este Planeta" of "Semanario Zeta"and "Parlamento", of "Diario Frontera", both from Tijuana, Baja California.
He has written numerous articles for legal publications that focus on Federalism and Fiscal Law. He has also been recognized by the legal publication "Fiscal Defense" as one of the most important "fiscal lawyers" of Mexico in 2003 and 2004.
